Well, this is a curveball: The Metropolitan Washington Airports Authority, which controls Dulles International Airport, has announced plans to take over both the Dulles Toll Road (currently operated by the Commonwealth of Virginia) and construction of Metrorail to the airport. The Authority cites uncertainties in the financing plans for rail (there's no local tax district in place for Phase II of the construction) and is acting to counter the possibility that the commonwealth will privatize the toll road.

From my very limited perspective, this looks like a good thing to me. I'm concerned that construction will be completed only to central Reston (Phase I). The airport authority claims that it has the wherewithal to finish the entire project. It's in everyone's best interest that the line be extended all the way to the airport.
